If a man constructs a wharf in front of his own concession, he ought to have the exclusive use of it. As far as concerned, the formation of steps at intervals of 50 feet at the most, will take off the crowding, facilitate to the public the enjoyment of its rights. The private wharves ought not to be suffered to interfere with the use of those steps.
I think that the sales of Lots, whether Marine or Inland, might with advantage be suspended until the Praya is formed. The Government will derive a double profit from the postponement. It will gain by having level building sites for Inland Lots, for the materials of construction will have to come from Inland. It will gain new and valuable Marine Lots by the reclamation of land from the sea.
